Bemana is looking for a Capital Projects Manager to join the team of a public non-profit utility in Palmer, AK. This position oversees the capital program for the Power Delivery division of the organization. The position ensures resources, schedules, and budgets are properly coordinated and meet the organizations overall goals and objectives. The position manages a team of project managers to achieve the overall capital program goals of the Power Delivery division.

Responsibilities

  • Manage, prepare, and monitor annual budget and five-year capital work plan.
  • Develop and maintain templates for professional service, material, and construction contracts.
  • Directs and reviews preparation of contractual documentation for professional service, material, and construction contracts.
  • Administer and provide program management of teams assigned projects.
  • Responsible for capital project cost data for various types of evaluations including, but not limited to, budgetary estimates.
  • ? Review and approves professional service proposals, material contracts, and construction contract bids within authorization limits.
  • Review and approve invoices, addendums and change orders for various capital projects, within authorization limits.
  • Review and approve engineering, manufacturer and contractor submittals, specifications, and other written material to ensure conformance with project requirements.
  • Develop templates for, reviews, directs preparation of, and signs off on project and contract close out documentation.
  • Develop special studies to support project selection and technical operation.
  • Establish design criteria as necessary for the associated capital projects.
  • Ensure quality assurance in the work of project managers, engineers, technicians, consulting engineers, contractors, subcontractors, and vendors/ manufacturer’s representatives and others associated with Power Delivery’s capital projects.
  • Ensure coordination occurs with Power Control regarding project schedules, outages, switching, and clearance requirements.
  • Participate in external committee assignments on behalf of the Association.
  • Represents Association on capital projects between utilities or other entities.
  • Provide guidance to project managers on permitting and right-of-way related issues.
  • Provide technical assistance and corrective action(s) to member(s) and other concerned parties related to resolving project issues, and other operating issues that may come up regarding substations, transmission and distribution lines, and power quality issues.
  • Review and makes recommendations for operation and maintenance practices and activities related to transmission, distribution, substation, and other facilities under Power Delivery’s capital program.
  • Promote a safety culture in which safety is a value. This culture is based on joint and individual engagement, ownership, and accountability regarding job safety and responsibility to perform work safely and adhere to safe work practices.

Qualifications

  • Qualified candidates are required to have:
    • A Bachelor of Science in electrical, mechanical, or civil engineering.
    • Seven (7) years experience in the electric utility industry with progressive responsibility.
    • State of Alaska Professional Engineering (PE) license or ability to obtain within a year of hire date.
    • A valid driver’s license and a driving record, which is acceptable and insurable by the Association and the Association’s insurance carrier at standard group rates.
  • Preference may be given to candidates with:
    • Five (5) years of experience managing capital projects or a capital program preferably in the electric utility industry.
    • Project Management Professional (PMP) certification.
    • Experience managing transmission, distribution, or substation projects.
    • Estimating experience

Knowledge, Skills, and Abilities

  • Support a culture of safety excellence through active involvement in safety improvement and promote a sense of shared responsibility for safety.
  • Advance knowledge of construction methods and standards, materials, and equipment used in electrical design and wiring, maintenance procedures and practices, and safety procedures and practices.
  • Knowledge of computers in a windows environment, including the use of the Microsoft Office Suite, AutoCAD, and GIS software.
  • Knowledge of software programs to include scheduling and project management tools, spreadsheets, databases, word processors, and electronic file management.
  • Knowledge of IEEE, RUS, ANSI, NEC, & NESC codes and standards.
  • Knowledge of design, permitting, and construction methodology for electrical facilities, specifically transmission, substation, and distribution facilities. Ability to track costs, schedules, and other data as necessary on projects.
  • Knowledge of substation operations and procedures, company policies and procedures, and applicable codes and policies of local City, County, State, and Federal Regulatory Agencies.
  • Advance skill in Microsoft excel and word.
  • Advance skill in solving problems.
  • Skill in analyzing processes for efficiency and recommend improvements.
  • Advance ability to effectively communicate with a diverse audience.
  • Ability to translate engineering knowledge into sound, economical design.
  • Ability to monitor and report on a portfolio of projects over a five-year period.
  • Ability to organize, coordinate and schedule various projects; interpret union contract; prepare comprehensive reports; and supervise the work of others.
  • Ability to develop and document new and existing procedures and techniques to assure quality and expedite response to internal and external stakeholders.
  • Ability to establish and maintain good working relationships with directors, managers, supervisors, fellow employees, representatives of other utilities, outside consultants, contractors, and the public.
  • Ability to maintain a strong sense of propriety concerning confidential matters.
  • Ability to write a wide variety of detailed reports to management or the public about such complex issues as new transmission line and substation justifications, financial impacts of capital investments, complex electrical system issues, and other issues related to capital projects.
  • Ability to effectively represent the Association’s interests at community and city council meetings, agency meetings, and other venues.
  • Ability to lead the corrective action and continuous improvement processes within area of responsibility.
  • Ability to drive problem-solving, decision-making, and accountability within team.
  • Ability to facilitate cooperation with diverse audience(s) at the Association.
  • Ability to self-motivate improvement based on successes and failures.
  • Embrace and embody the Association’s Core Values through decisions, actions, attitude, and behavior to directly contribute to the success of the organization.
